To me it looks like a very large pipe that's sitting partially in the water with the sun shining through something that's behind the photographer..

I was just in your neck of the woods so my guess is that's a close up of Nemo who has changed from orange to blue in the cold weather you are having! Sorry we missed you but will see you in March. Happy B-day!

It's a white pipe/railing with stripes from the sun and corrosion on the underside. Beyond is a body of water.

I'm thinking that it's the water pipe that crosses the San Sebastian River beside the bridge next to Theo's.....how about it FC??
